Short answer: For a completed resale home, expect about four to six months from signing to getting the keys, because the state's approval for a foreign buyer usually comes before completion. For a new launch, signing and state approval run alongside construction, and you get the keys at handover, typically within 36 months of signing for a strata home. The main document you need throughout is your passport; a loan adds proof of income.
The state approval is the slowest step, and it's outside anyone's control. Ask your lawyer how long the land office is currently taking, and make sure your agreement says what happens if approval is late or refused.
| Step | Typical timing | What happens |
|---|---|---|
| Offer and earnest deposit | Week 0 | You sign an offer letter and pay an earnest deposit, usually 3% of the price. It is usually non-refundable, unless the banks reject your loan; check the offer letter |
| Sale and purchase agreement | About 2 weeks later | You sign and pay the rest of the 10% deposit; lawyers act for each side |
| State approval | Applied for straight after signing | Your lawyer applies to the land office; timing varies by state and by period |
| Loan (if any) | In parallel | Bank approval and loan agreement |
| Completion | Usually 3 months, plus 1 month's extension, often counted from the state approval | You pay the balance; the title is transferred to you; keys are handed over |

| Step | Typical timing | What happens |
|---|---|---|
| Booking | Day 0 | You choose the unit and pay a booking fee, which is refundable if you don't go on to sign; get that in writing on the booking form |
| Sale and purchase agreement | Within the period the developer sets | You sign the standard Schedule H contract and pay 10% |
| State approval | During construction | Your lawyer, or the developer's, applies to the land office |
| Progress payments | As construction goes on | Billed by stage, from your own money or your loan |
| Vacant possession | Within 36 months of signing (Schedule H), unless otherwise approved | Keys, then 24 months in which the developer must fix defects |
| For | Documents |
|---|---|
| Booking and the agreement | Passport (a certified copy if you sign overseas), home address, contact details |
| State approval | Copy of your passport, the signed agreement, and the forms your lawyer prepares; some states ask for more |
| A bank loan | Passport, proof of income, recent bank statements, tax return or credit report from your home country |
| Paying | Records of your transfers into Malaysia, kept for when you sell or send money home |
| Renting out later | Tenancy agreement and a Malaysian tax registration |
A visa or pass is not one of the documents: you can buy without one.

No. You need the state's written approval as a foreign buyer, but not a visa or residence pass.
For a foreign buyer, commonly three months from the date the state approval is received, with a one-month extension, as set in the sale and purchase agreement.
