STEP 1

DEVELOPER VERIFICATION

(ANTI-SCAM)

Before any money is sent, the buyer must verify the project’s legitimacy through the TEDUH Portal (KPKT).

  • Official Website: https://teduh.kpkt.gov.my

  • Search: Use the project name to check for a valid APDL (Advertising Permit & Developer’s License).

  • Verify HDA Account: The bank account for payments must be the official Housing Development Account (HDA) linked to that specific developer and project.

STEP 2

WIRE BOOKING FEE

(GLOBAL BANKING)

  • Bank Instruction: Use the "OUR" code. This ensures the sender pays all fees, and the developer receives the exact 100% amount.

  • Safety: NEVER transfer to a personal name, an agent’s account, or a general company account. Only transfer to the HDA verified in Step 1.

STEP 3

iDsaya APP REGISTRATION

  • The App: Download iDsaya (official 2026 Digital ID for e-SPA).

  • Registration:

    • Supported Nationals (MY, CN, TW, JP): Application via SMS activation.

    • Unsupported Nationals (All others): If SMS fails, request the lawyer to initiate a Manual Email Activation through the provider.

  • eKYC: Scan Passport and perform a facial "Liveness Check" in-app.

STEP 4

SIGNING &

REMOTE WITNESSING

  • Courier: Lawyer sends physical State Consent and Loan Documents to the buyer’s home.

  • Remote Witnessing: Under Bar Council Ruling 14.11, the lawyer schedules a recorded Video Call.

  • Execution: The buyer signs the physical documents on camera and simultaneously uses the iDsaya app to sign the digital e-SPA.

  • Return: Immediately courier the signed physical originals back to Malaysia.

STEP 5

DOWNPAYMENT &

FINAL CHARGES

  • 10% Balance: Transfer the remaining deposit via TT (Select "OUR" code).

  • Legal Fees: Transfer to the Lawyer’s Client Account.

🚩 RED FLAGS TO WATCH OUT FOR (2026)

- "Booking into Private Account": If an agent asks to "lock the unit" by sending money to their personal account. (SCAM)

- Missing APDL: If the marketing materials do not show a License/APDL number or if it cannot be found on the TEDUH portal. (ILLEGAL)

- Refusal to Video Call: If the lawyer refuses to record the remote signing session. (NON-COMPLIANT)

- No HIMS Record: If you cannot see your transaction progress on the official TEDUH/HIMS dashboard after signing. (FRAUD)

- "Special Cash Discounts": Large, unofficial discounts offered only if you pay "outside" the HDA account. (SCAM)
