Where do foreigners buy property in Kuala Lumpur?

Short answer: Most foreign buyers in Kuala Lumpur choose between the city centre (KLCC, Bukit Bintang and Jalan Tun Razak, near TRX), Mont Kiara, Bangsar and Bangsar South, Damansara Heights and Taman Desa, with Bukit Jalil for newer, larger homes. All of these are in the Federal Territory of Kuala Lumpur, where the foreign minimum is RM1 million (≈ US$250,000). ParkCity Damansara is across the border in Selangor, where it is RM2 million for strata homes only.

Check which side of the border the home is on. Kuala Lumpur and Selangor have different foreign-buyer rules. Some addresses that sound like KL, such as parts of Petaling Jaya, are in Selangor, where the minimum is RM2 million in the main zones and houses on their own title are closed to foreigners.

How to choose

Start with the school or the office

Kuala Lumpur traffic is the deciding factor for many families. Pick the school or workplace first, then look within a short drive or a train ride of it. See International school fees in Kuala Lumpur.

Decide between city and suburb

The city centre gives you walkable malls, offices and rail lines, mostly in serviced apartments. Mont Kiara, Damansara Heights and Taman Desa are quieter and more family-oriented. Bukit Jalil gives more space for the price.

Check the title and the land use

Many city-centre homes are serviced apartments on commercial land, while condominiums in suburbs are often on residential land. Both can be sold under the Housing Development Act, but they differ in some running costs. See Freehold vs leasehold.

Check which units qualify

A project's starting price can be below RM1 million while the larger units are above it. Only units at or above the foreign minimum, and not reserved for Bumiputera buyers, are open to you.
